The Board is governed by the Spices Board Act, 1986 and Spices Board Rules, 1987. The Board has formulated its own rules/regulations laying down norms of procedures with respect to certain aspects. They are mainly the Spices Board Services [CCA] Regulations 1992 and the Spices Board Meeting Rules 1992. Besides the Board has its own Recruitment Rules, which have been approved by, the Board (yet to be notified) and the same are followed by the Board.

On other aspects of official procedures the Board follows the norms set by the Government of India by way of rules/regulations/guidelines formulated by the Government of India on administrative matters and in the matters relating to disciplinary proceedings and Vigilance activities. The Board also follows the financial rules/norms as applicable to the Central Government departments/organizations.
